School bus should have lights on in fog, twilight

I live on busy Route 229 in Jeffersonton. My grandsons ride the school bus to and from Emerald Hill Elementary School.
Every day I watch many of the buses from the school drive on this highway. One bus, No. 25, refuses to turn on any lights. There are no headlights, clearance lights or domelight, even when the weather is foggy, or when the sun is rising or setting.
You would think watching this bus that it was not in service.
Being a school bus driver for 13 years, I cannot imagine why this driver is not required to put her lights on for safety. If the cars and trucks have their lights on, why dosen’t a school bus?
I complained to the bus transportation supervisor as well as the principal at Emerald Hill. I was told that their is no law mandating that school buses put their lights on. Isn’t the safety of our children worth the effort?
Any bus carrying students should be required to have their headlights and clearance lights on. If this truly is not a law, then maybe Culpeper should enact a law for the safety of their school children.

Well I have to say, I happen to know the bus driver who is in question here. She has been driving for Culpeper county for over 20 years. She is one of the best drivers if not the best in the entire county.
So you drove for 13 years, How many of thse did you get an award for being a safe driver? The driver of bus 25 has had at least 15 consecutive years of awards for safe driving. I make the commute on 229 daily and I see her bus daily and she does not drive without her lights on. She always has her lights on rain or shine. Have you checked your prescription for your glasses recently?
In all of her years driving for the county not once has she had an accident. Not once has she ever endanged a child that was in her care on that school bus.
I happen to know that it was almost 3 years ago that you tried to complain to the county about her and they did nothing because she was not doing anything wrong. So I guess there is but a few things left to say and they are, get your eyes checked, worry about a real problem and if you think you can do better apply for a job as a driver.
Or is there more to your background as a driver that we do not know?
