The driver in a fatal crash Friday night will appear in General District Court Thursday at 8:30 a.m. on charges of driving on a suspended license and a third DUI offense with a child, which is a felony, according to court documents.

Fielding Taylor Kines, 38, of Remington, reportedly crashed a 1999 four-door Acura Friday in northern Culpeper County, killing Orion Bickings, 8, according to the Virginia State Police.

Neither Kines nor his 5-year-old passenger were injured. Bickings died at the scene.

According to Sgt. Les Tyler with the state police, Kines was also charged with manslaughter.

A hearing date for that charge has not been set. Kines is being held at the Culpeper County Jail.

“Public service messages on seatbelts not working.“

Do ya think?
The last thing a drunk is debating when he/she climbs behind the wheel is the seatbelt law.

This driver was not only drunk-blew a 1.4 four hours after the accident but was driving on a suspended license as well. He should rot in jail and how could any parent put there 8 year old in a car knowing his driving record and him being drunk to? This is very disturbing and I hope justice will prevail in this case not money!

Public safety on seat belts just got underway with Click It or Ticket - sadly it appears that this driver couldn’t give a hoot about anyone.  He killed the 8 yr old son of his girlfriend, who is mother of both children - is the younger child the driver’s son?  Why was one buckled and not the other?

Does this say 3rd DUI with a child or is it 3rd DUI and this one also involved a child.  The child part is the felony, right?  Guess that would be two counts for two kids. Daily Progress reported 5 dead in a car over the weekend involving alcohol and no seatbelts.  Public service messages on seatbelts not working.
