Town Councilman Steve Jenkins doesn’t think people should park their cars, with no license plates, on the front lawn and wants the town to hire a zoning enforcer to deal with such conditions.

Overgrown lawns. Trash cans left on town sidewalks for days. A house sprayed with graffiti. A car with no license plates parked on the front lawn. Multiple individuals and families living together in single family homes.

Culpeper Town Councilman Steve Jenkins is tired of it all and wants the town to create a new zoning enforcer position to deal with what he perceives as unsightly and unsafe situations.

However, he doesn’t appear to have much support from the rest of Town Council, including Mayor Pranas Rimeikis, who feels council has already adequately addressed the issue at the committee level.

He said there are not enough violations to warrant the cost of an enforcement officer.

“Secondly, Steve does not understand what’s in violation and what can be enforced,” Rimeikis said. “How do you enforce against unsightly? It’s hard to legislate eye sores until you can define it.”

Perhaps Jenkins should define what’s unsightly and then let council decide if it wants to — or can — create ordinances against it, he said.

“Typically, he’s off pushing a solution to a problem we may not have,” Rimeikis said.

Jenkins has pushed for the zoning enforcer position for the past two years and it’s been discussed at numerous committee meetings.

Town staff has consistently said it has zoning complaints under control and that the new position is not needed.

But Jenkins is not letting the issue die, and wants to know why there are ordinances if they are not going to be enforced?

Last week, he stopped by the Star-Exponent with a stack of pictures he recently snapped of areas around town he deemed as problematic.

Jenkins, who grew up in the town, attributed the unkempt yards and such, mostly, to absentee landlords.

He described the living conditions, in some cases, as “unfit” and detrimental to neighbors, especially in reported cases of “seven, eight, nine people” returning to live in a single-family house late at night.

“If you had a zoning enforcement position, they would be responsible for dealing with this,” Jenkins said, adding that the new, full-time position would pay for itself in positive change.

Currently, the town’s zoning administrator investigates property complaints with follow-up phone calls and on-site visits.

The town received 40 such complaints in June, according to a report compiled by Zoning Administrator Maxie Brown.

Of those, 30 were for tall grass and trash in the yard.

Since January, her office has received 13 reports of “too many people in a residence.”

Most were considered “resolved” once the property owner signed a sworn affidavit that everyone living in the house was, in fact, related and therefore, not in violation of the town’s zoning ordinance.

Such overcrowded conditions exist in the Sleepy Hollow Trailer Park on Bus. 29 and elsewhere, Jenkins said, and it’s “a nightmare waiting to happen.”

He said the proposed zoning enforcer could “take it to the next step” as far as investigating the validity of sworn affidavits.

He said neighbors have “given up” calling the town with overcrowding complaints “because nothing ever changes.”

Several candidates in the recent Town Council election that had aligned themselves with Jenkins on this and other immigrant-related topics ran on this issue. None won a seat.

Still, Jenkins wants the town to “more aggressively” investigate and enforce residential zoning complaints. The law should apply to all, he said.

“It bothers me that other taxpayers are following the ordinances and these people are not,” Jenkins said.

What if everyone decided to disregard the ordinances?

“We would have a town filled with trash,” he said. “If we are going to have an ordinance, enforce them all or throw them all out.”

Mowing the lawn and picking up trash from the yard is just “normal common sense courtesy,” Jenkins said.

Town Councilman Chris Snider, reelected with the most votes in May’s election, has supported creating the zoning enforcer position in the past.

But now, it’s a matter of funding it.

“If Councilman Jenkins can find an extra $40,000 in the budget, I’m sure council will consider his request to add a zoning enforcement officer position and thus further grow the size of local government,” Snider wrote in an e-mail Friday.

According to Acting Town Manager Tom Huggard, the issue, at Jenkins’ request, was discussed at last month’s Ordinance Committee meeting.

The committee took no action on the item and did not make a recommendation to full council on the matter.

SarahinCulpeper at least you and your family work hard, keep jobs and do the best that you can do.  I am with you.  That is more than what Steve Jenkins can say for himself.  It seems he goes from job to job sometimes by choice and sometimes not by his choice.  I think you should consider a civil suit against him for what he did to your family.  Maybe we should all go to his house and take pictures.  We could but he lives with his parents because he needs their support for a place to live.

SarahinCulpeper you can rest assure that Steve Jenkins cares about nothing but himself.  Just make sure you tell your parents to help us vote him out of office come 2010.  Yes we have the power to rid this community of the nonsense and misrepresentation that he is.  Jenkins himself got fired from yet another job and had to move in with his parents recently so he should know about hard times.  He owns no property in this community.  He is nothing but a bully who cries like a baby when he can’t get his way.  Time for him to go.

I am appalled that a picture of my parent’s home was contributed by Mr. Jenkins for this story--shame on you or on whoever took the picture. Perhaps the writer/interviewee/photographer(s) should have consulted with owners before trying to embarrass local citizens.

My parents own their own home on East Street and there is nothing dangerous about the yard or home’s condition. The house is in poor condition but it is not because of intentional neglect or because my parents “don’t care.” It is not fair to lump every person in the same situation, and it is not fair to judge.

But let me tell you about my parents. My father hired some local contractors to replace the faulty boards and paint their house about 2 years ago. The contractor asked for an advance, which my father granted. He took my parents money, and never came back to finish the job! Despite follow-up, the delinquent contractor (you know who you are) has not returned. Clearly my parents did not have another 3-5 K to finish the job.

My parents have fallen on hard times. Both my mother and father are disabled. My father has RA and my mother has severe health problems, as well. They have one part-time income coming in. And as a daughter, working at home, with 2 small children, my husband and I don’t always have time to go over and clean up the yard. My brother also helps when he can, but he lives farther away. But my parents are not dirty or delinquent, and I am outraged that someone would imply that without even knocking on the door or making inquiries. People in situations like my parents or that live in rundown or multi-family homes may have situations that an outsider cannot glean from a photograph and/or a cursory look at the outside.

Wake up Mr. Jenkins and supporters. Have some compassion for those less fortunate than you. And, if the TOC decides to use money to fund this position, which is a waste of time and money, I hope they hire someone with a little heart and tact.

lkavb your HOA issues are not the responsibility of the town or TC.  Sounds to me like your HOA board needs to be replaced.  Our HOA is working for us and working well.  You dues and what you pay to an HOA are not the responsibility of town government nor are they set by them. 

Yes the town does enforce the rules.  You and a few are not happy that they support such unconstitutional and ridiculous ordinances that Steve Jenkins puts on the table without researching the legality of them.  We need to rid our TC of Jenkins once and for all come 2010.

Maybe instead of giving themselves raises, they can actually hire someone to enforce codes and keep Culpeper beautiful! Ride through Warrenton and see why they dont have junk cars sitting in yards or grass 2-3 feet high or houses with graffiti on them. Simple, they enforce codes and don’t allow this behavior. They also don’t have hundreds of illegals loitering in their parking lots scaring away customers and throwing trash everywhere!

I agree with you ssn597. No matter what Steve Jenkins says or tries to do everyone on the TC and town citizens are against him. These liberals need to really open their eyes; take a tour of the town limits; and really see what kinds of eye sores are out there. I pay town taxes to not have rules enforced and I also pay extremely high HOA dues to not have rules enforced.  UNBELIEVEABLE

I was just getting my sea legs back after all those waves Jenkins and his mates had been making.  Better put on my boots and take my nausea medicine.
I have a few questions. Are the houses and yards that Mr. Jenkins took pictures of, all lived in? Are they occupied by elderly that can’t keep their yards up?  Are they disabled?  The overcrowed houses, are they families that have taken in people that have lost their houses due to foreclosures? Are they people that have been displace for some reason? I sure Mr. Jenkins doesn’t know anything about those situations. I have an idea… Lets oust the mayor, put Mr. Jenkins in his place rename the town Jekinsville.  ssn597 the “fake brick” crosswalks I believe were funding from the state and put there to help pedestrains cross the road safely.  Because unlike Mr. Jenkins’ noble crusades people were actually killed trying to cross the road in crosswalks.

Taste is subjective.  For example, on East St., there is a home that looks somewhat like a small version of the White House, complete with rounded front entry.  Someone sadly added gargoils or other cement critters and a hacienda-style green tyle-looking roof—completely at odds with the classical architecture of the once lovely home.  Can’t ticket for bad or lack of style/taste.

I don’t find it a shame ssn597.  Jenkins has been nothing but foolish and irresponsible and misrepresents this community.  They Mayor is the leader and he has led us well.  Same for the rest of TC.

A sworn affidavit is all that the law allows.  Do you expect TC to take actions that are above the law?  I seriously doubt the claims of Jenkins that people refuse to call because of no action from the town are facts.  I recall the same about complaints from people at the shopping center that he claimed but yet were not supported by the Culpeper PD call history. 

Many homes are foreclosures that were left behind.  HOA’s have the authority to have the lawns mowed and then send the bill to the property owner.  Of course Jenkins isn’t concerned one bit about anything but removing Hispanics from the community.  We know is real motives. 

Yes Jenkins should enjoy what little time he has left on TC.  He received the lowest number of votes of those elected during his run for office.  This time we will hand him even less!!!
